2018 : PRANAB KUMAR MUKHERJEE (

Pranab Kumar Mukherjee or Pranab Mukherjee or Pranabda was born on December 11, 1935 at Mirati a village in Birbhum District of West Bengal.

He studied at Vidyasagar College, Suri, Birbhum and obtained his MA in History, MA in Political Sciences and LLB from University of Calcutta.

He served as Upper Division Clerk, Office of Deputy Accountant General (Post & Telegraph), Calcutta (1960 – 1963). 

He served as Lecturer in Political Science at Vidyasagar College, Calcutta (1963 – 1969).

He joined the Indian National Congress under the leadership of Indira Gandhi served as Member of Parliament in Rajya Sabha (1969 – 1973).

He served successively as Union Deputy Minister for Industrial Development (1973 – 1974), Shipping and Transport (1974), Union Minister of State for Finance (1974 – 1975) and Revenue (1975 – 1977).

He was Member of Central Working Council and Treasurer of Indian National Congress (1977 – 1980).

He was Union Minister for Commerce (1980 – 1982), Finance (1982 – 1984).

He was President of West Bengal Branch of Indian National Congress (1984 -1986), Rashtriya Samajwadi Congress (1986 – 1989), and Indian National Congress (1989 – 1991).

He served as Deputy Chairman of National Planning Commission (1991 – 1993), Union Minster for Commerce (1993 – 1995), External Affairs (1995 – 1996). 

He served as General Secretary (1998 – 1999), Chairman of Central Election Council (1999 – 2004) of Indian National Congress.

Union Minster for Defence (2004 – 2006), External Affairs (2006 – 2009) and Finance (2009 – 2012).

He served as the President of India (2012 – 2017)

He retired from public life and founded the Pranab Kumar Mukherjee Foundation, New Delhi (2017 – 2020).

He died on August 31, 2020 aged 84 years at the Army Research and Referral Hospital New Delhi due to COVID 19 lung infection.  

Member of Parliament

A congressman, He was elected 5 times to Rajya Sabha (1969 – 2002) and 2 times to Lok Sabha (2004 – 2012) and was Deputy Leader (1978 – 1980) and Leader (1980 – 1985) in Rajya Sabha, Leader of Lok Sabha (2004 – 2012).  

An exemplary orator, negotiator, arbitrator and consensus builder, he forged unity on national issues in the vibrant multiparty democracy during his five decade parliamentary career and commanded respected  from major political parties of diverse ideologies.

An encyclopedia of contemporary Indian history and a master of parliamentary procedures, practices and precedents, he served as Member of Parliamentary Standing Committees.  

A person of integrity, simplicity, wisdom and patriotism, He was awarded the Best Parliamentarian Award in 1997 and Best Administrator Award in 2011.

Union Minister

A skillful administrator and interlocutor, He had the rare distinction of serving as Union Minister in all major cabinet portfolios, finance, commerce, defence and external affairs.

The triumvirate with PV Narasimha Rao, R. Venkataraman and Pranab Mukherjee formed the core team of Indira Gandhi and Rajiv Gandhi governments.

A man of all seasons and reasons , He was Chairman of Group of Ministers (GOM) and Empowered Group of Ministers (EGOM) and over 100 inter-ministerial panels helped draft policies on planning, nation building, right to information, right to education, and right to employment, food security and energy security, national security, resources sharing.

Finance & Commerce

He presented seven Union Budget and one interim budget and started banks for Agriculture, Rural Development and Exports and Imports.

He co devised the Gadgil Mukherjee formula for sharing revenue between the Centre and States. 

Defence

He initiated modernization of defence forces and concluded the Indo US Nuclear Deal

External Affairs

He initiated measures to improve relations with US, USSR and South East Asia

President of India

He served as the thirteenth President of India and was the first Bengali to hold the office.

He opened the Rashtrapathi Bhavan to the people and modernized the library, gallery and museum.

He created the social media handles and organized started workshops, Festival of Innovation and hosted Scholars in residence.  

Chairmanship

He served as Chairman of Indian Statistical Institute, Kolkota and Chairman and Trustee of Bangiya Sahitya Parishad, Bangiya Sahitya Sammelan.  

He was Member of Asiatic Society and Trustee of Bidhan Chandra Roy Memorial Trust.

Chairman of Group of 24, Governor to International Monetary Fund, International Bank for Reconstruction and Development, Asian Development Bank and African Development bank

An avid reader and exemplary orator, writer and scholar endowed with intellect and wit, he published several books on economics, politics and constitutional affairs

His memoirs include Off the Track (1987), Saga of Struggle and Sacrifice (1992), Thoughts and Reflections (2014), The Dramatic Decade: The Indira Gandhi Years (2014), The Turbulent Years (2016), and The Coalition Years (2017).

Prizes

He was awarded the Best Finance Minister Award (1984) (2010), Best Administrator Award (2011), Best Parliamentarian Award (0000) and Best Statesman Award (2012).

Honours

The Government of India conferred the Padma Vibhushan in 2008 and Bharat Ratna in 2019 for his contributions to public service.

He received the National Orders of Bangladesh in 2013, Ivory Coast in 2016 and Cyprus in 2017.

Doctorates

He received honorary Doctorates from the universities of Al Quds Ramallah of Palestine, Assam, Belarus, Calcutta, Chittagong, Dhaka, Goa, Istanbul, Jadavpur, Jordan, Jerusalem Hebrew, Kathmandu, Mauritius, , Russian DA Visveswaraya, Wolver Hampton.

He was Chairman and President of the Rabindra Bharati University.

2019 : NANAJI DESHMUKH


        Chandikadas Amritrao Deshmukh or Nanaji Deshmukh was born on October 11, 1916 at Kadoli, Maharashtra.
        He studied at Sikar High School and Birla College, Pilani. 
        He served as Volunteer / Organizer / General Secretary of Rashtriya Swayamsevak Sangh (1940 – 1951), Bharatiya Jana Sangh (1951 – 1977), Janata Party (1977 – 1980) and Bharatiya Janata Party (1980).
        He retired from politics and served as Chairman of Deendayal Upadhyaya Research Institute (1980 – 1991).
        He was Founder Chancellor of Mahatma Gandhi Chitrakoot Gramodaya Vishwavidyalaya   (1991 – 2010), the first rural university in India.  
        He died on February 27, 2010 at Chitrakoot. 

Political activist
        He was inspired by Keshav Balram Hegdewar and joined Rashtriya Swayamsevak Sangh in 1940. 
        He started the Saraswati Shishu Mandir at Gorakhpur in 1950. 
        He was Managing Director of RSS Publications Panchajanya and Rastradhrama and Swadesh. 
        He worked with Madav Sadashiv Golwalkar , Deendayal Upadhyaya and Atal Behari Vajpayee and expanded the organization at Uttar Pradesh. He was instrumental in the formation of the first Non Congress Government in UP.  
          He actively participated in Bhoodan Movement (Gift of Land), Gramdan (Gift of Villages) and Sampoonra Karnti Movement (Total Revolution). 
        He served as Member of Parliament in Lok Sabha (1977 – 1979) and Rajya Sabha (1999 – 2005).

Social activist
        He retired from Politics in 1980 and embraced the philosophy of integral humanism and devoted for social restructure and rural self-reliance.
        He helped to improve the standards of agriculture, cottage industries, healthcare and education in 500 villages in Uttar Pradesh, Madhya Pradesh and Maharashtra. 

Honours
        The Government of India conferred him with Padma Vibhushan in 1999 and Bharat Ratna posthumously in 2019 for his public service. 
        He received the Dyanseswar Award in 2005.  

Doctorates
        He was conferred Honorary Doctorates by the Universities of Pune, Kanpur and MSU Baroda for contribution to public service. 
The Nanaji Deshmukh Veterinary Sciences University established in 2009 at Jabalpur, Madhya Pradesh is named in his honour.

2019 : BHUPENDRA KUMAR HAZARIKA




       Bhupendra Kumar Hazrika or Bhupen Hazarika, a multifaceted cultural genius was born on September 08, 1926 at Sadiya, Tinsukia district in Assam. 
        He completed his school education at Government High Schools at Guwahati, Dhubri and Tezpur.
        He obtained his IA (1942) from Cotton College, Guwahati, BA (1944) and MA (1946) in Political Science from Benares Hindu University. 
        He worked as Lecturer at Barooh College, Guwahati (1946 – 1948) and Programme Executive, All India Radio, Guwahati Station (1948 – 1949). 
        He served as Research Scholar at Chicago University. (1949 – 1953) and obtained his Ph.D. in Mass Communication in 1953. 
        He returned to India associated with Indian Peoples Theater Association. He was based at Guwahati and Mumbai, distinguished himself as writer, orator, journalist, author, poet, actor, singer, lyricist, script writer, music composer, music director, film producer, film director in Assamese, Bengali and Hindi Cinema for over 6 decades. 
        He died on November 05, 2011 at Mumbai. 

Cinema
        He was solely responsible for placing the fledging Assamese cinema on national and international level. 
        His first movie as singer was Indramalati in 1936, director was Era Bator Sur (1956), music composer was Aarop (1974), script writer was Chingaari (2006), actor and producer was Ek Pal (1986). 
        His Assamese movies won National Award thrice for Sakuthala in 1961, Pratidhwani in 1964 and Loti Ghoti in 1967. 
        He won the Best Music Director Award twice for Assamese movie Chameli Memsaab in 1975, for Hindi movie Rudali in 1993. 
        He won the Best Music Director for the film Rudaali at the Asia Pacific International Film Festival in Japan in 1993. 
        He was the Music Director for Gaja Gamini a film scripted and directed by ace artist M. F. Husain in 2000. 
        He produced, directed and composed music for over 35 movies in 3 languages, Assamese, Bengali and Hindi in a span of 7 decades (1939 – 2011).
        He produced a 52 episodes teleserial entitled Dawn for Star TV and an 18 part documentary entitled Glimpses of the Misty East for Doordarshan in 1997.  
        He produced documentaries for the Governments of Arunachal Pradesh, Assam which promoted cultural integration of north east.
 
Chairmanship
        He was Chairman of Eastern Region Appellate Board, Central Board of Film Certification (1980 – 1990), 
        He was Chairman of National Film Awards, National Film Festivals, and National Film and Television Institute.  
        He was Chairman of Sangeet Natak Akademi (1998 – 2003). 
        He was Emeritus Producer of Union Ministry of information and Broadcasting, Government of India and Prasar Bharati. 

Presidentship
        He was President of Assam Sahitya Sabha and Assam Janasanskrithik Parishad.

Membership
        He was Member of Script Committee and Board of Directors, National Film Development Corporation, Children’s Film Society of India and member of Assam Film Development Council.
        He was member of Indian Council for Cultural Relations, Indira Gandhi National Centre for Performing Arts, Prasar Bharati. 
        He was an elected independent Member of Assam Legislative Assembly (1967 – 1972) and was responsible for installing the first state owned film studio in India at Guwahati, Assam.

Civilian 
        The Government of India conferred the Padma Sri (1977), Padma Bhushan (2001), Padma Vibhushan (2012) and Bharat Ratna (2019).
        He was awarded the Asom Ratna in 2009
        He was awarded the Dadasaheb Phalke Award in 1992. 

Film
        He was awarded the National Award for Best Music Director (1975, 1993) and State Awards from Assam, Arunachal Pradesh and West Bengal. 
        He received the Sangeet Natak Akademi Award (1987) and Fellowship (2008) and held Chairmanship of Sangeet Natak Akademi (1998 – 2003).
        He received the Gramophone Company of India HMV Golden Disc Award in 1978 
        Ritwik Ghatak Award (1979, 1980), Shankar Dev Award (1987), Lata Mangeshkar Award, Indira Gandhi Award (1987), Balraj Sahni Award. 

Publications
        He composed over 1000 lyrics, authored 15 books, stories, essays, poems, ballads, rhymes and travelogues.
        He campaigned against casteism and communalism and worked for tribal culture, welfare in his literary and works. 
        He was Editor for the popular monthlies Amar Pratinidhi and Pratidhwani.

        He received Honorary doctorates from the Universities of Guwahati (2000), Tezpur (2001) and Dibrugarh (2007). 

Fellowship
        Lisle Fellowship from Chicago University, USA to study the use of educational project development through cinema.

Recognition 
        Bhupen Hazarika Setu is the longest road bridge over water (9.15 km) in India spans the Lohit River, a major tributary of the Brahmaputra River, from the village of Dhola in the south to Sadiya to the north in Tinsukia district Assam. The bridge was inaugurated on May 26, 2017 by Narendra Modi , Prime Minister of India. 
Dr. Bhupen Hazarika Cricket Stadium is located at Barashapara in 2010, Assam Cricket Association. 

        The Department of Posts issued commemorative postage stamps on Bhupen hazarika in 2013 and 2016.

2015 : ATAL BIHARI VAJPAYEE (1924 - 2018 )



Commemorative Cover prepared for the First Day of Issue of Definitive Stamp issued on December 25, 2018, the 94th birth anniversary of Atal Behari Vajpayee. 


AB Vajpayee was born on December 25, 1924 at Gwalior, Madhya Pradesh.

He studied at Saraswati Shishu Mandir, Gwalior from where he passed his matriculation.  He obtained his BA in Hindi, English and Sanskrit form Victoria College, Gwalior and MA in Political Science from DAV College, Kanpur.

He was actively associated in various capacities as Organizing Secretary / General Secretary / President with Rashtriya Swayamsevak Sangh (1939 – 1951), Bharatiya Jana Sangh (1951 – 1977), Janata Party (1977 – 1980) and Bharatya Janata Party (1980 – 0000).

A nationalist he was imprisoned for his active role in Quit India Movement in 1942 and Total Revolution Movement in 1975. 

A distinguished Parliamentarian and Statesman, He served as Member of Parliament, Union Minister of External Affairs, Leader of Opposition and Prime Minister of India. 
He died on August 16, 2018 at New Delhi aged 93 years.


Member of Parliament

A veteran parliamentarian for over five decades, He debuted as Member of Parliament at Lok Sabha in 1957 and was re-elected for a record ten terms to Lok Sabha and two terms to Rajya Sabha.

He is the only parliamentarian to be elected from four different states at different elections – Uttar Pradesh, Madhya Pradesh, Gujarat and Delhi.

He actively participated in all the debates and his oratorical skills attracted the attention of successive Prime Ministers who included him in all party parliamentary goodwill delegations to foreign nations.

He was an active participant of several parliamentary debates which shaped India’s post independence domestic, economic and foreign policy.

He was the Leader of Parliamentary Board of BJS, JP and BJP, Leader of Opposition in Lok Sabha and Chairman of Standing Committees of Parliament including the prestigious Public Accounts Committee for two terms.

Union Minister of External Affairs

He held the portfolio of External Affairs in the first Non Congress Union Cabinet (1977 – 1979) and created history by becoming the first Indian leader to address the United Nations General Assembly in Hindi.

Prime Minister of India

A Man of the masses, He held the post of Prime Minister of India (1996, 1998 – 1999, 1999 – 2004).

He is the first Non Congress Prime Minister to hold the post thrice with two successive mandates, two consecutive terms and complete a full term in office.

He is also the first Leader of Opposition to be elected Prime Minister of India.
         An architect of coalition governments, his first term lasted 13 days, second term lasted 13 months with 13 parties and his third and last term lasted 5 years with 20 parties.

Infrastructure – National Highways Project and Village Roads Project was significantly expanded. The famous Golden Quadrilateral Highway which connects all metropolitan cities of India as conceptualized and completed.  

Finance – Tax reforms and pro business initiatives witnessed sustained economic growth and rise in GDP.

Industry and Trade – Information Technology Parks and Special Export Promotion Zones were established. Private and Foreign Direct investments were encouraged in Automobile, Telecom sectors. 

Education – Sarva Shiksha Abhiyan which improved the quality of education of primary and secondary schools was introduced.

Science – Peaceful Nuclear Explosions named PNE II or Pokhran II or Operation Shakthi 2 or Smiling Buddha were successfully conducted in May 1998. 

Defence – Indian Armed Forces launched Operation Vijay which victoriously evicted Pakistani intruders from Kargil in 1999.

Home Affairs – Jammu and Kashmir peace dialogues were negotiated on the three principles of Insaaniyat (humanity), Jamhooriyat (democarcy) and Kashmiryat (age old Kahmiri legacy of amity).
           Prevention of Terrorism Act (POTA) was promulgated in 2002.  

Foreign Affairs – Lahore Summit (1999) and Agra Summit (2001) were held to negotiate peace, promote commerce and trade between the India and Pakistan. The historic direct bus transport service between New Delhi and Lahore was introduced in 1999.      
          The Special Representative Dialogues were initiated in 2003 to resolve border disputes and improve trade between India and China.

Journalist & Poet

 A voracious reader, vociferous orator and prolific writer he published numerous books, poems, speeches and dialogues on socio political issues in Hindi, Urdu and English. His works have been translated in various Indian languages.

December 25, the birth anniversary of Atal Bihari Vajpayee is observed annually as Good Governance Day since 2014.
The objectives are to build a transparent and responsible administration, to ensure the welfare of people, to devise good and effective polices for good governance, to give a corruption free administration to the people.
